10 minutes of downtime for links in EU region for users with A records configuration

In order to add Short.io own IP addresses we need to recreate AWS Network Load Balancer
Affected users:
* domains, configured to IP addresses 18.184.197.212 and 52.59.165.42 (EU Regions)
NOT affected:
* domains, configured to other IP addresses
* domains, configured using CNAME record to cname.short.io
* domains, purchased from Short.io
* domains, owned by Short.io
If 10 minutes downtime is not acceptable for you, you can make changes:
* update A records to CNAME record with value cname.short.io
* update A record to our new IP: 207.174.61.1
